  • Tenders are invited for . The five-year, USAID-funded EpiC/Thailand project will manage and implement a set of interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand. The project supports the implementation of activities that demonstrate marked improvements in access to and uptake of HIV testing, care, support, and treatment services in Bangkok, Chonburi, Chiang Mai, Chiang Rai, Nonthaburi, Patumthani, Phitsanulok, Samutprakarn, Song Khla, and Ubonratchathani. The key population-led health service (KPLHS) organizations have immensely contributed to HIV epidemic control in Thailand. Programmatic findings show that individuals tested under the KPLHS model were diagnosed at higher CD4 counts at ART initiation compared to the national hospital-based program.[i] Furthermore, it is estimated that a relatively small number of KP organizations are responsible for 44% of all PrEP distribution in the county as of January 2022.[ii] During the past few years, the funding from international donors, especially USAID and PEPFAR, is declining. Nevertheless, most of KPLHS organizations have developed productive relationships with the Thailand National Security Organization (NHSO) and their provincial and regional offices that have led to increasing reimbursements from them for their services. These reimbursements have been further increased by many of KPLHS organization-s laboratories becoming certified by the Thai Medical Technologist Association and on-going accreditation, certification, and standards development in collaboration with the MOPH. Furthermore, several of KPLHS organizations are developing social enterprises that can contribute to their HIV service costs. However, it is noted that successful enterprises, like all companies, take multiple years to develop before they become successful at generating income.[iii] Therefore, sustainability is one of the key priorities under the EpiC program to assist KPLHS organizations to strategize their short-term and long-term plans, to identify needs and technical assistance to fulfil this goal, and to assist these organizations to develop customized business plans. FHI 360 has the right to rescind a solicitation, or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360-s client, be it funding or programmatic. FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360's opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
