- UNICEF Thailand is seeking a qualified institution to conduct situation analysis of alternative care provision in the context of southern border provinces of Thailand.BackgroundThroughout Thailand, an estimated 55,000 children are growing up without parental care and do not live with their parents, often living in large-scale, sometimes unregulated, institutional settings across Thailand. This places children at a heightened risk of violence, neglect, or exploitation while children with disabilities, migrants and stateless children are at even greater protection risks. The COVID-19 pandemic had direct impact on children and families which resulted children at risk of separation and in need of alternative care both during the crisis in the loss of parental care due to death, illness, or separation, and as a result of the long-term socioeconomic impact of the COVID-19 crisis on families- capacity to care.The fosters of a high level of institutionalization of children in alternative care services relate to social norms supporting the placement of children in institutional care.
