  • UNICEF East Asia and Pacific (EAP) is seeking for a qualified institution/organization for the provision of technical support to enable GIS solutions for strengthening health systems in the East Asia and Pacific Region.BackgroundThe response to the COVID-19 pandemic has confirmed the important rolethat geospatial data and technologies can play not only to support such a response but also to strengthen routine immunization in general. Geospatial data, including population estimates and distribution, health facility locations, boundaries, and travel time, among others, is used to develop an actionable geo-enabled microplan. Despite the benefits of using geospatial data and technologies in microplanning, the use of these tools is not always simple and straightforward, nor easily adopted in all contexts. The COVID-19 pandemic also demonstrated that important gaps remain in countries acrossthe 9 components of the Health Information System (HIS) geo-enabling framework, making it difficult for the health sector to fully benefit in a sustainable way from what this type of data and technology have to offer to support not only towards immunization but also other health programs.UNICEF's strategic approach is centered on supporting governments to scale up a comprehensive set of actions for children using robust geospatial methodologies to operationalize specific applications of geospatial data and technologies for health programs. This has opportunities to improve the effectiveness ofthe planned interventions prioritized by the government. UNICEF aims to increase access to technical support, research, knowledge sharing, and engagement to boost the ability of UNICEF to support countries in the sustainable use of geo-enabled microplanning. The implementation of this initiative will be in Cambodia.Objectives, Purposee a costed roadmap and recommendations to enable/strengthen geo-enabled microplanning in Cambodia, with support from the UNICEF East Asia and Pacific regional office.At the regional level, the assignment includes building the capacity of stakeholders in the usage of tools that can be used for ecosystem assessments and in the management and use of geospatial data and technologies for microplanning.Depending on the established needs and country context, the contractor will adjust the activities to better respondto government needs and existing capacities, ensuring a sustainable foundation for geo-enabled microplanning.Location and DurationContract duration: Estimated 11 months for completion and final approval of all deliverables.Location:- The assignment will be completed remotely, at the contractor's premises.- The contractor will be responsible for acquiring resources and facilities required for its completion.- Country visits will be negotiated as required for the completion of the deliverables, following the requirements ofUNICEF Cambodia Country Office.For full details, please refer to the attached Terms of Reference.This tender will be run through the UNICEF e-submissions system (UNGM).By clicking on the blue β€˜Express Interest' button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the β€˜contact persons' included in your UNGM registration.
