• Description:
• Expression of Interest are invited for Technical and Regulatory Consultant Urban Passenger E-Boats Thailand. IFC has partnered with Chao Phraya Express Boat Co., Ltd. (CPX) to provide technical support in developing an electric boat (e-boat) project. The project aims to design, manufacture and deploy the most suitable urban passenger e-boats for CPXs operational and business needs. CPX is the leading river transportation service provider in Bangkok, Thailand. CPX operate 4 fleet lines covering 32 km and carrying 11 million passengers a year. With the support of IFC, CPX plans to introduce e-boats in their fleet and phase out the operations of their diesel boats. In this regard, IFC seeks to engage an international technical consulting firm to assist with the technical aspects of the project as follows: 1. Develop the requirements and detailed technical specifications for the e-boats, including its battery, powertrain and other sub-systems, and associated charging infrastructure, etc. considering safety, performance, efficiency and maintainability of the e-boats. (Assess the current and future anticipated operations of CPX including the routes, schedules, passenger loads, operating and environmental conditions and other factors pertinent to help develop relevant technical specifications) 2. Define the detailed testing, validation and certifications required for safety, performance, and efficiency, taking into consideration global best practices and regulations. These could include both component / sub-system / system level tests and certifications as well as complete e-boat level tests and certifications. 3. Provide inputs to CPX to develop the tender(s) with detailed evaluation criteria for procuring the services of design and manufacturing firms as well as firms providing charging infrastructure equipment, its installation and commissioning services; assist in the review of qualifications and credentials of the bidders. 4. Operations protocols and processes guidance to CPX in the development of the required safety protocols and standard operating procedures for the safe and effective day-to-day operations of the passenger e-boats in line with the international best standards for passenger e-boat operations on urban water bodies (including any relevant Class requirements and IMO conventions albeit not applicable in the local regulatory environment) and as per relevant IFC Performance Standards; ensure effective systems and processes are in place for data collection, reporting, incident management, issue escalation, etc. 5. Regulatory enhancements: provide examples of regulatory frameworks and incentives in other countries that have demonstrated success in promoting adoption of e-boats; propose regulatory changes required in Thailand to promote adoption of e-boats Example interventions could consider import duty tax, tariff incentives, subsidies and / or other mechanisms that may be applied in the Thai context. 6. Provide examples and case studies of similar solutions in vogue in other parts of the world CONSULTANT PROFILE The Consultant will be a firm (or consortium of firms) with demonstrated track record of advisory in the tasks relevant to this assignment and the industry players capable of building the e-boats. The Consultant should demonstrate experience in the design, development, testing, validation and certification of passenger e-boats for urban transport; in-depth knowledge and experience in manufacturing processes for e-boats at international standards. Very good network and knowledge of the key designers, e-boat shipbuilders, regulatory/certification agencies and understanding of the technology trends of the e-boat industry. In-depth knowledge of international safety standards and best practices in line with the IFC Performance Standards; solid understanding of the various regulatory mechanisms applied outside of Thailand to incentivize the use of electric vehicles for urban transport. Consultants that do not meet this profile will not be considered. EXPERTISE REQUIRED FOR THE ASSIGNMENT: At minimum: (i) Project Director -responsible for strategic direction, provide technical leadership, ensure the quality and cohesiveness of the deliverables and contribute lessons learned from relevant projects and with more than 10 years of project management experience; (ii) Engineer/ designer specialist with high experience in e-boat design, procurement process (iii) Safety/ E&S expert - experience with e-vehicles and safety protocols related specifically to the operations of urban passenger e-boats. Knowledge of IFC Performance Standards is desirable. (iv) Regulatory expert - experience in policy analysis and regulatory frameworks for promotion of e-vehicles and recommended to have experience on E-boats regulations SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services.
